INTRODUCTION
It is the responsibility of Pro-Spart Engineering and Construction Services Ltd to provide a safe and healthy workplace for our employees, contractors and visitors. As a result, we have developed our Health, Safety and Environment (HSE) Management System. We have implemented our HSE to help us develop a safe culture to prevent accidents on our facilities and worksites. We are pleased to inform stakeholders that our management is committed to ensure the success of this HSE.
We will ensure that all employees will be aware of this HSE and will be trained in it. Contractors and visitors will also be trained in the relevant parts of this HSE. We will carry out regular checks using monitoring and measuring instruments which are identified in this HSE. We will communicate our HSE to our clients and customers and will partner with them to ensure that all work is carried out safely.
The Health, Safety and Environmental Management System is a compilation of HSE-related requirements, policy information and relevant training. The requirements in the HSE System are based on the Work Smart Standards (WSS) identified for specific work and associated hazards, and Pro-Spart Engineering and Construction Services Ltd best practices that management has determined are those requirements. The WSS set was derived from statutes, regulations and internationally developed consensus standards. Adherence to the requirements and processes described in the HSE Manual, ensures that safety documents within Pro-Spart Engineering and Construction Services Ltd are developed in a manner consistent with standards set in the OSHA’s procedure for document control. This is particularly important in the development of HSEMS procedures that meet the requirements for operations.
The System is to be used by first-line supervisors, work planners, management and staff, and others to integrate HSE requirements into daily operations. It also serves as a reference to all employees in providing consistent HSE guidance for emergency response.
Individuals responsible for Pro-Spart Engineering and Construction Services Ltd work activities must ensure that the hazards associated with these activities are analysed and controlled in accordance with the requirements in the Manual.
The HSE Policy Manual contains policies of the requirements applicable to Pro-Spart Engineering and Construction Services Ltd activities. Requirements are denoted by the word ‘shall’. Pro-Spart Engineering and Construction Services Ltd best practices and other recommended guidance that is not specified as requirements are denoted by the word ‘should’. Where a requirement(s) is applicable onto to a small subset of activities, or where a requirement(s) is extensive and complex, the HSE Manual may refer back to the original Work Smart Standards for more detailed information.

HSE OBJECTIVES
• Provide safe places of work and healthy working environments for employees and visitors.
• Decrease and in due course avoid injuries at work places.
• Encourage health, protection and environmental safety as an integral part of the duties of administration along with the training of all employees.
• Supply appropriate information, instruction and training.
• Comply with all laws and regulations covering occupational health and safety and the environment.
• Monitor the HSE policy continually.
• Develop and implement policies and procedures designed to promote safe working practices and environmental protection.
• Implement practices and procedures for the use, handling, storage and transportation of materials and substances and to eliminate discharges and omissions that could harm the environment.
MANAGEMENT POLICY STATEMENT
The personal safety and health of each worker of our organization is of key importance. We consider that our employees are our most vital resource and that their safety at the worksite is our greatest responsibility. The deterrence of occupationally induced injuries and illnesses is of such significance that it will be given priority over operating productivity when necessary. Management will provide all mechanical and physical facilities required for the personal safety and health of all its employees.
To be effective, such a program must demonstrate the proper attitude toward injury and illness prevention on the part of management, supervisors, and employees. It also involves cooperation in all safety and health matters, not only among management, supervisor and employees, but also between each employee and their fellow colleagues.
We expect every person who conducts the activities of our company, no matter in what capacity they function, to accept this concern and its responsibility. Employees are expected to use the safety equipment provided. Rules of conduct and rules of safety and health must be observed. Safety equipment cannot be abused or destroyed.
Teamwork and collaboration between our employees and management in the compliance of this policy will guarantee safe-working conditions, will help result in accident-free performance and will work to our mutual advantage. It will also assist in reducing jobsite down time and material loss.
Management has the authority to procure the necessary resources to execute the objectives of our company's safety and health program. We will hold managers, supervisors and employees accountable for meeting their responsibilities so that essential tasks will be performed.
